One scholarship is offered each year.
Purpose of award
The purpose of the scholarship is to encourage students who are focussing on public sector accounting and financial management. Preference will be given to those candidates expressing an intention to work in the public sector.
This scholarship is offered, via the Victoria University Foundation, in the first instance to a student entering their honours year and enrolled in the 4th year Government Accounting and Finance course or, if there is no suitable candidate from this course, the scholarship will be offered to a student entering their third year and enrolled in the Government Accounting and Finance course, at Victoria University of Wellington.
What conditions are attached to acceptance of this award?
Applicants must be enrolled full time at Victoria University in either the 3rd or 4th year Government Accounting and Finance course.
How do students apply?
A completed online application must be submitted by 4:30pm on the closing date. Late or incomplete applications will not be accepted. Any required supporting documentation (including references) must also be received by 4:30pm on the closing date in order for the application to be considered.

How and when do students learn of the decision?
If there is no suitable candidate in any one year the scholarship will not be awarded. The Board may, in any one year, offer a summer internship to the winner of this scholarship.
Successful candidates will be shortlisted by a Victoria University selection panel and a recommendation made to the donor on who to award.
History or background of award
Kevin Simpkins was an Adjunct Professor in the School of Accounting and Commercial Law at Victoria University from 2007 until his untimely death in October 2015. Prior to joining the University Kevin held a number of senior positions in New Zealand, London and his native South Africa and devoted his career to developing and promoting the highest standards of accounting and reporting in the public and not-for-profit sectors in New Zealand, which became a benchmark for other countries.
Kevin was Deputy Controller and Auditor-General in New Zealand from 2002 to 2005 and was the inaugural Chairman of the External Reporting Board, a New Zealand Crown Entity responsible for setting accounting and auditing standards. The External Reporting Board has established this scholarship in his memory.
The value of the scholarship is $5,000. This amount will be paid in instalments dependant on the tenure of the recipient's course. Either in two payments of $2,500, or four payments of $1,250.
